Annual County Convention - April 10, 2010

The Annual County Convention for the Libertarian Party of Marion County (LPMC) has been set for Saturday, April 10 at 1:00pm!

LPMC County Conventions are held once a year, for the purposes of: nominating candidates for public office, electing delegates from the LPMC to the state convention, making amendments to the by-laws and receiving an annual report of the LPMC's financial condition.

In order to be considered for nomination at the County Convention, potential candidates for office must notify the LPMC Chairman (chair@indylp.org) of their intention to be a Libertarian Party candidate by April 3, 2010. Any such candidates must also submit the LPMC "Run for Office" form before their nomination will be certified.

If you have a suggested amendment to the by-laws that you'd like considered for vote at the convention, be sure to submit the amendment in writing to the Chairman no later than 5:00pm on March 26, 2010.

Speaking and voting at the convention is limited to official Libertarian Party members, which is anyone who has donated $25 or more to either the state or national Libertarian Party in the past year. To donate today, please visit: http://www.lpin.org/contribute

• Selection of County Candidates – Floor will be opened for nominations, and a ballot will be conducted after each nominee has an opportunity to speak for 1 minute. Each voter chooses their top choice (including none-of-the-above) and the top vote-getter (if any) will be certified as the elected nominee. In order to be considered for nomination at the County Convention, potential candidates for office must notify the LPMC Chairman (chair@indylp.org) of their intention to be a Libertarian Party candidate by April 3, 2010. • Slating of State Candidates – Floor will be opened for nominations, and a ballot will be conducted after each nominee has an opportunity to speak for 1 minute. Each voter chooses their top choice (including none-of-the-above) and the top vote-getter (if any) will be slated as the preferred nominee. In order to be considered for slating at the County Convention, potential candidates for office must notify the LPMC Chairman (chair@indylp.org) of their intention to be a Libertarian Party candidate by April 3, 2010.
• Selection of Delegates – Floor will be opened for nominations for 16 spots. If 16 or less are nominated, all are accepted by acclamation. If 17 or more are nominated, a ballot will be conducted after each nominee has an opportunity to speak for 1 minute. Each voter chooses their top 16 choices and the top 16 vote-getters will be certified as the elected delegates.
• Selection of Alternate Delegates – If there were more than 16 nominations for delegates, then any remaining candidates will be the slate for Alternate Delegates, to be elected in a similar manner. Any delegates choosing not to attend the state convention will be replaced by the highest-ranking officer of the LPMC in attendance at the state convention.
• BYLAWS: consideration of proposed Amendments submitted writing to the Chairman by March 26, 2010. – requires two-thirds (2/3) vote of LPMC members attending the Annual Convention.

Section 4 of Article IV (Business Meetings).

It is proposed that the above referenced Section be amended to read (New wording in BOLD, deleted wording struck out):

Section 4. Executive Committee. An Executive Committee is created, consisting of the four officers of the LPMC and two at-large members to be elected at the January Business Meeting. The at-large members may be given additional responsibilites, as appointed by the Chairman. The committee shall have the authority to manage and control the affairs and property of the LPMC by unanimous vote of the officers, subject to approval at the next monthly Business Meeting a vote of four or more of the members of the Executive Committee. All actions of the Executive Committee shall be announced at the next business meeting and shall be subject to approval at that business meeting.

Section 1 of Article IV (Business Meetings).

It is proposed that the above referenced Section be amended to read (New wording in BOLD, deleted wording struck out):

Section 1. Meetings. The LPMC shall hold a Business Meeting each month at a regular date, time, and location in January and thereafter no less than bimonthly or more than monthly at a regular date, time, and location. Reasonable notice shall be given to all LPMC members. The Chairperson shall determine the meeting's agenda, subject to change by majority vote at the meeting.

Article I (Name, Identity, Structure).

It is proposed that the above referenced Article be amended to add the following Section.

Section 6. Logo. The official Logo of the LPMC shall be a silhouette of the Statue of Liberty superimposed over the outline of the state of Indiana with the words “LIBERTARIAN PARTY OF MARION COUNTY”, as shown below. The Secretary shall be the custodian of the Logo.

Section 3 of ARTICLE III (Membership)

It is proposed that the above referenced Section be amended to read (New wording in BOLD, deleted wording struck out):

Section 3. Membership Privileges. Membership in the LPMC shall be required to speak and / or vote in all Business Meetings and conventions of LPMC , unless authorized by the Chair . Membership in the LPMC shall be required to vote in all Business Meetings of LPMC.

Section 3, Subsection d of ARTICLE V (Officers)

It is proposed that the above referenced Section be amended to read (New wording in BOLD):

d. Treasurer. The Treasurer shall be custodian of all funds. The Treasurer shall be the chief financial officer responsible for the filing of all campaign finance forms for the LPMC. The Treasurer shall be responsible for maintaining the current list of LPMC members and for providing this list to the Secretary prior to the annual expiration of memberships. The Treasurer shall also be responsible for updating LPIN of any LPMC membership or contact information changes. The Treasurer shall serve as Secretary in the event the Secretary is absent. The fiscal year of the LPMC shall begin on January 1 of each year and ends on December 31st of the same year. The treasury of the LPMC shall be audited at the end of the fiscal year by either the executive committee or by a professional accounting firm selected by the executive committee. The audit will be reported to the general membership at the first regular business meeting following the audit’s conclusion.

Section 3 of ARTICLE VI (Conventions)

It is proposed that the above referenced Section be amended to read (New wording in BOLD):

Section 3. Quorum. A quorum necessary to nominate candidates to any public office or to elect delegates and alternate delegates to the state convention of the LPIN shall consist of eight (8) members of the LPIN who reside in Marion County. A quorum necessary to elect any officers of the LPMC and to amend these bylaws shall consist of eight (8) members of the LPMC . A quorum needed at any convention to remove an LPMC officer shall consist of fifteen (15) members of the LPMC. The Chair shall not preside over his removal.
